Breach of social contract

Political authority rests, in part, on an ongoing relationship between governing institutions and those subject to their decisions. This relationship is often described in terms of consent, representation, and mutual obligation.

Over time, perceptions of this relationship may change. Some participants may feel that governance arrangements continue to reflect their interests and consent. Others may feel that decision-making has become distant, unresponsive, or disconnected from their priorities.

 

Kaapenaar does not define whether such a shift has occurred. It provides a way to test and measure these perceptions through structured participation.

 

By focusing on consent as something that can be expressed, withdrawn, or reasserted over time, Kaapenaar treats legitimacy as dynamic rather than static.

 

This allows participants to engage with questions of governance without assuming either stability or failure in advance.
