Institution building

Earned sovereignty envisages a transition stage which can last anything from one to five years, where the sub-state separates from the parent state.

During the transition stage the newly formed Sub State will create the required Institutions to govern itself independently and autonomously.

 

Shared sovereignty, prior to the determination of final status, usually involves the the international community to assist the Sub State entity to develop the required institutions so that it may be capable of exercising autonomous sovereign authority and functions.

 

A Constitution will be drafted and approved by a Government that will be setup in accordance with democratic principles that guarantee its people all the Basic Human Rights set out in the Bill of Rights.

 

Free and fair elections will be held to elect the Government’s ruling party and elected public officials.  

 

Even during the transition period, the Sub State will be capable of acting as a Sovereign State and form agreements with other States, make and enforce domestic laws and ensure that property rights are respected and upheld. As any Sovereign, it will have administrative powers to collect taxes, defend its borders, maintain police and military forces.
